GENERAL
The loading and discharging supervision operations include pre-loading survey for steel products, which surveys are usually requested by P & I Association. The surveyors employed for all kinds of steel surveys are well-experienced in this works. They are provided with notebook computers which facilitate preparation of exception lists to assist the Master in clausing Bs/L and M/Rs.
Also under loading and discharging operations are pre-loading surveys (monitoring or loading supervision) of such delicate cargoes as rice and sugar. Since shippers of these cargoes insist on clean Bs/L, the onus is on the Master to reject any cargo for which he is unable to give a clean receipt and therefore competent and reliable surveyors and tally staff are necessary to assist him.
Bagged sugar does not require any special dunnaging or stowage arrangements, but great care must be taken to ensure that there is no caking of the cargo in the bags and that the bags are clean. It is essential that the surveyors and tallymen are reliable and well-experienced.
Rice cargoes, once the temperatures have been noted and the dew points of the different holds and the control position have been ascertained, these should be entered in the record book. Ventilate if the dew point of the outside air is low than the dew point in the holds. If the dew point in the holds is lower – restrict ventilation.
